Vandalia Schools:
A Proactive, Fiscally Conservative
Approach to Building and Grounds

Vandalia Schools is embarking on a transformative capital improvement initiative that promises to bring meaningful change to its schools and the community.

Vandalia Schools is embarking on a transformative capital improvement initiative that promises to bring meaningful change to its schools and the community. With a strong emphasis on transparency, fiscal responsibility, and long-term planning, the district is addressing critical needs across its facilities—without increasing the tax burden on local property owners. This strategic approach demonstrates the school board's commitment to fostering a better learning environment for students while maintaining responsible stewardship of taxpayer dollars.

A Comprehensive Plan From Classroom Success to Workforce Readiness

The district’s capital improvement plan is extensive, addressing pressing needs in Career and Technical Education (CTE), academics, and facility upgrades. Key projects include replacing aging chillers at Vandalia Elementary, renovating high school locker rooms, repairing parking lots, and upgrading HVAC systems across multiple buildings. These essential improvements will reduce maintenance costs and ensure students have access to safe, modern, and well-equipped facilities that enhance their learning experiences.

This plan also highlights the district’s commitment to hands-on vocational training by making important, basic repairs to the OKAW Vocational Center. These updates will better prepare students for life beyond high school, equipping them with skills and knowledge for careers in high-demand fields. The focus on CTE programming underscores the district’s dedication to ensuring all students—whether college-bound or career-focused—are ready for success.

Community recreation will benefit from improvements like tennis court renovations and lighting replacements, ensuring these spaces remain vital resources for students and residents alike. While athletics are important and are certainly part of the plan, they represent only a fraction of the broader initiative, which prioritizes vocational and traditional classroom instruction along with overall infrastructure upgrades.

Fiscal Responsibility: Lower Taxes, Smarter Spending

What sets this initiative apart from the way some districts across the region approach capital improvements is its fiscally conservative approach. The Vandalia School Board has worked tirelessly with administrative leadership to ensure that these improvements will not come at the expense of local taxpayers. By restructuring existing debt and leveraging opportunities well within its bonding capacity, the district will finance these projects without raising property taxes. In fact, analyses show that the board’s careful financial planning has resulted in a 20% reduction in the tax burden over the past six years. This is a testament to the board’s commitment to working within a conservative financial plan.

Unlike other regional school improvement efforts that rely heavily on property tax increases, Vandalia’s approach spreads the financial responsibility beyond the local community. Through a 1% sales tax already in place, the district will offset costs by drawing revenue from travelers and shoppers passing through the area. Vandalia’s strategic location along Interstate 70 ensures a steady stream of contributions from non-residents, reducing the financial load on local families while still funding critical projects.

From Reactive to Proactive: A New Vision for Vandalia Schools

For years, the district found itself forced into a reactive approach to facility maintenance, addressing issues as they arose—a cycle of “playing whack-a-mole” with repairs. This new initiative represents a cultural shift, moving from piecemeal fixes to proactive planning that ensures Vandalia’s schools remain strong for years to come.

The improvements are carefully prioritized into three tiers, with the highest priority items—such as roof replacements, HVAC upgrades, and restroom renovations—addressed first. This phased approach allows the district to tackle its most pressing needs while maintaining financial flexibility for future projects.

The initiative, which embodies the larger “Vandalia ONE” mindset, exemplifies the district’s values: “Own it, Name it, Embrace it.” It reflects a commitment to transparency and accountability, ensuring taxpayers understand how their dollars are being used and why these projects are critical to the district’s future.

Building a Legacy for Students and the Community

At its core, this initiative is about more than just bricks and mortar. It’s about creating an environment where students can thrive academically, socially, and emotionally. Upgrades to facilities like the food and consumer sciences lab and modernized classrooms will enhance instructional delivery and better prepare students for today’s workforce.

Equally important is the impact on community pride. Vandalia’s schools are more than educational institutions—they’re central to our community’s identity. By investing in these improvements, the district is ensuring that schools remain a source of pride and connection for residents, from young learners to lifelong supporters.

Transparency and Leadership

The Vandalia School Board has been deliberate in its efforts to engage the community throughout this process. Board members are committed to open communication, emphasizing the “why” behind each project and demonstrating how the improvements align with the district’s long-term goals. This transparency fosters trust and underscores the board’s leadership in championing a proactive, fiscally responsible vision for Vandalia’s schools.

Board President Joe Lawson and other members have made it clear that this effort is about much more than maintaining facilities—it’s about creating a foundation for the future. With the support of initiatives like “Elevate,” which inspires students to develop positive habits and mindsets, the district is laying the groundwork for a brighter, more connected future.

Moving Forward Together

The Vandalia Schools capital improvement initiative represents a turning point for the district and its community. By addressing critical needs with a fiscally conservative, forward-thinking approach, the district is setting an example of responsible leadership and innovative problem-solving.

These improvements will provide immediate benefits—safer, better-equipped schools, enhanced career readiness programs, and reduced maintenance costs—while securing long-term value for Vandalia families. And thanks to the strategic use of existing sales tax revenue and bond restructuring, these changes come with no additional tax burden to property owners.

As the district moves forward, it’s clear that this initiative is about more than just fixing what’s broken—it’s about building something better. For Vandalia’s students, families, and community as a whole, the future has never looked brighter.
